## Financial policy

1. A Ticket is a fixed-price public outcome: Build Tier + Infra Stamps + Risk / Recall Reserve. Infra is priced before it is provisioned.
2. A funded scope amendment is published before it changes the Ticket outcome or its price anatomy.
3. Season Opening Float is working capital, not Ticket Revenue, and never counts toward Net Contribution Score.
4. Tips / Team Support belong to the selected Team's cash and wallet context when a team-specific rail exists; tips do not count toward Net Contribution Score.
5. Gross revenue, wallet balance, committed build budget, evidenced costs, and Net Contribution Score are distinct ledger fields. Missing evidence stays unavailable rather than estimated.
