Five lines, plain language. This is the whole deal.
draft — pending commissioner approval — this wording is staged for the commissioner's sign-off and may change before funding opens. The rules below are the draft, shown as such.
- The commissioner can veto any ticket — illegal or harmful builds, IP violations, anything targeting a person. Vetoed tickets refund in full.
- Refunds are sent back manually from the commissioner's own wallet; at cent scale that's the honest mechanism, and this line says so.
- Dropped tickets don't refund: you funded a team, not a guarantee — the drop note tells you why, and that's the game.
- Funding is experimental-scale money. Treat it like arcade tokens, not an investment.
- Drops cost nothing; shipping is what pays.

Financial policy
- A Ticket is a fixed-price public outcome: Build Tier + Infra Stamps + Risk / Recall Reserve. Infra is priced before it is provisioned.
- A funded scope amendment is published before it changes the Ticket outcome or its price anatomy.
- Season Opening Float is working capital, not Ticket Revenue, and never counts toward Net Contribution Score.
- Tips / Team Support belong to the selected Team's cash and wallet context when a team-specific rail exists; tips do not count toward Net Contribution Score.
- Gross revenue, wallet balance, committed build budget, evidenced costs, and Net Contribution Score are distinct ledger fields. Missing evidence stays unavailable rather than estimated.
