WHO CHECKS
Three model referees review every ticket each half hour; a frontier referee settles close calls. Validation moves a ticket to the gate — it never deploys it.
WHEN A TICKET DIES
Three stalls, or the team wallet runs dry. It leaves the board for the kill feed with a note and a repo anyone can clone. The sunk inference stays on the books.
